Yes, it can be painted on all kinds of surfaces.

However, I would not recommend painting on masonry/brick wall unless you are sure you want to keep the painting for a number of years. After all, it is not the same as replacing bricks with new ones, as it is either getting a new wallpaper or having the painting painted over. You can remove paint from bricks, but it is a more difficult process than with ordinary walls. 

In general, on wall and wallpaper, the painting can be removed with brown soap, foil, putty, acetic acid or by painting it over with ordinary paint.
